AU Technical Experts Meeting – Gaborone, Botswana.

From 29 June – 1 July 2026. Ghana Refugee Board participated in a three‑day African Union technical consultation in Gaborone, Botswana, bringing together Member States, AU institutions, humanitarian partners, and academic experts. The meeting focused on two key themes: the interpretation of Article I(2) of the 1969 OAU Refugee Convention in the context of climate change and disasters, and the introduction of the AU Humanitarian–Development–Peace (HDP) Nexus Framework.
Over the course of the sessions, participants examined how climate‑related events such as droughts, floods, and cyclones are increasingly driving displacement across Africa, and discussed the need to broaden the interpretation of Article I(2) to ensure protection for those affected. The meeting also introduced the HDP Nexus Framework, which places humanitarian action at the center of Africa’s response, linking it directly with health, development, and peace to build resilience and deliver sustainable solutions.
Ghana reaffirmed its humanitarian approach to refugee protection and emphasized the importance of interpretative guidelines for climate‑induced displacement, while advocating for a continental AU framework to strengthen solidarity and coordinated action. This consultation marked an important step toward modernizing Africa’s refugee protection regime and accelerating progress toward Agenda 2063: The Africa We Want.
